Fuente Osmeña to get major facelift
CEBU, Philippines — Fuente Osmeña Circle, one of Cebu City’s most iconic public spaces, is set for a major transformation after Mayor Nestor Archival met with officials of the Cebu Chamber of Commerce and Industry (CCCI) to discuss plans for its revitalization.
The proposed project seeks to create a safer, greener, and more vibrant civic landmark while preserving the historic identity of the century-old park.
“This is not an ordinary meeting,” Archival emphasized. “This is about shaping a safer, more accessible, and more vibrant public space for every Cebuano.”
The meeting gathered CCCI leaders and representatives, including Bernard and Buck Sia, Justin Eduave, Dr. Danilo Jaque, Renato Solis, Jay Yuvallos, and Reagan Rex King.
During the discussions, the group reviewed on-the-ground conditions and identified several concerns, including cracked jogging paths, obstructed walkways, deteriorating flooring around the fountain, unsafe pedestrian exits, and uneven elevation changes that pose risks to joggers and commuters.
Officials also noted that split pathways caused by mature trees and poorly positioned utilities disrupt pedestrian movement and reduce the functionality of the public space.
“Together, we reviewed real conditions on the ground, like uneven walkways and safety risks — and explored practical solutions,” Archival said.
The mayor stressed that the city’s focus is to “improve safety, accessibility, and overall experience at Fuente while preserving its identity.”
“We are working closely with planners, engineers, and stakeholders to ensure that every step is thoughtful and inclusive,” he added.
The redevelopment plan envisions wider walkways, defined ingress and egress points, and improved circulation leading directly to the fountain.
Among the key features being proposed is a 12-meter ingress and egress aligned with the Capitol axis, intended to reduce pedestrian-vehicle conflict and establish a clearer flow of movement.
The proposal also highlights the restoration of the fountain as the visual centerpiece of the circle while maintaining sightlines connecting Osmeña Boulevard, the fountain, and the Cebu Provincial Capitol.
Design inspirations were reportedly drawn from globally recognized public spaces such as Rizal Park, Columbus Circle, and the Washington Monument area, with emphasis on open-space planning and pedestrian-friendly features.
Sustainability is also central to the project, with plans for expanded green spaces, shaded walkways, vegetative buffers, and tree-grating systems to protect mature trees.
Additional seating areas and gathering spaces are also being considered to encourage community interaction.
Amenities such as playgrounds, kiosks, public toilets, security facilities, and flexible event zones are likewise included in the proposal. Archival assured the public that consultations will continue as the project progresses.
“Kabalo ko nga daghan ninyo ang concerned sa changes. Rest assured, inyong tingog importante. We will continue to listen, consult, and act responsibly,” he said.
Fuente Osmeña Circle, considered the “Heart of Cebu,” is more than just a public park. It is a heritage landmark with over a century of history.
The circle was conceived in 1912 under the urban plan of American architect William E. Parsons, while the fountain was completed in 1923 to commemorate the inauguration of Cebu’s first waterworks system.
Named after President Sergio Osmeña Sr., the only Cebuano to serve as Philippine president, the landmark has long served as a venue for civic rallies, cultural celebrations, and the world-renowned Sinulog Festival.
City officials said the revitalization project aims to balance modern urban needs with historical preservation, ensuring that Fuente Osmeña Circle remains a smart, sustainable, and inclusive public space for future generations.— FPL CEBU NEWS
