2 Daanbantayan cops relieved

CEBU, Philippines - After a post that went viral online, two police officers have been relieved from their posts after they allegedly mauled a man inside the Daanbantayan Police Station on November 1.

Cebu Police Provincial Office Director Senior Superintendent Noel Gillamac said that Police Officer 3 Raymond Pepito and PO3 Alex Recarte have been relieved pending an investigation.

The relief order stemmed after a woman posted on her Facebook account how her father, Romeo Toring, was allegedly manhandled by the cops.

Toring allegedly asked permission from Daanbantayan Station Chief, Senior Inspector Roger Quijano, if he could stay for the night at the police station since he was drunk and was afraid that people might hurt him.

Quijano approved the man’s request so Toring found a spot to sleep inside the police station.

However, an hour after, Recarte and Pepito arrived at the station, both allegedly drunk.

The two reportedly were surprised to see Toring and asked him why he was sleeping at the station. Toring explained to the two cops that Quijano permitted him to sleep in the station.

But the police officers reportedly did not believe him and tried to drag him outside of the station.

Toring resisted so the police officers allegedly beat him up.

A photograph of Toring showing a broken lip and a swollen face was later posted online by his daughter, who narrated her father’s ordeal.

When the post went viral, it reportedly caught the attention of the provincial headquarters on November 5.

But even prior to the viral Facebook post, the station chief already reported the incident to Gillamac, who ordered for an investigation.

Gillamac said that Quijano recommended Pepito and Recarte to be relieved from Daanbantayan Police Station and be re-assigned to the provincial headquarters.

Gillamac said that based on the complaint, the police officers could be liable for at least two administrative charges for grave misconduct and abuse of authority, on top of a possible criminal offense for physical injuries.   

Meanwhile, PO3 George Banatasa, desk officer of Daanbantayan Police station, said this is the first time both Recarte and Pepito are facing complaints. 

Banatasa said that the two might have been exhausted from their duties securing the cemetery and might have had a misunderstanding with Toring that resulted to the alleged mauling.

He said that he was shocked to learn that they were facing an investigation saying both of his colleagues were good men.

Gillamac on the other hand said that there is a need to institute discipline in the service and if proven that the two police officers had beaten Toring, Gillamac said they do not have room for the two in the service.  — (FREEMAN)
