Commuters should brace for a possible shortfall in transport services beginning tomorrow as more businesses reopen and more people are expected to go out with the easing of quarantine restrictions in Metro Manila and several other areas, Transportation Secretary Arthur Tugade said at a virtual press briefing yesterday.
