Checkpoint sa NCR plus borders inilarga na
MANILA, Philippines — Inianunsiyo ng Department of the Interior and Local Government (DILG) na nagsimula na kahapon ng istriktong pagpapatupad ng “NCR Plus travel bubble” kasabay ng pagtukoy kung sinu-sinong indibiduwal lamang ang papayagang makalusot o makadaan dito.
Ayon kay Interior Sec. Eduardo Año, nagtayo sila ng mga Quarantine Control Points (QCPs) na binabantayan ng mga tauhan ng Philippine National Police (PNP), Armed Forces of the Philippines (AFP), Philippine Coast Guard (PCG) at Bureau of Fire Protection (BFP) sa mga borders ng Bulacan, Rizal, Laguna at Cavite.
Ito ay alinsunod sa IATF Resolution No. 130-A na nagsasailalim at nagdaragdag ng heightened restrictions sa National Capital Region (NCR) Plus area, bago ito tuluyang isailalim muli sa Enhanced Community Quarantine (ECQ) sa Agosto 6.
“At the moment, the QCPs are at the borders of Bulacan, Rizal, Laguna and Cavite with adjoining provinces but once we move to ECQ starting August 6, checkpoints will now be located inside Metro Manila,” pahayag ni Año.
Maaari rin aniyang maglagay ang PNP ng mga regular checkpoints sa loob ng NCR Plus bubble upang magpatupad ng curfew hours, minimum health standards, at para sa general law enforcement.
“As per the IATF Resolution, only Authorized Persons Outside of Residence (APOR) shall be allowed to enter and leave the NCR Plus area,” dagdag ni Año.
Sinabi rin ni DILG Spokesperson Usec. Jonathan Malaya na kabilang sa mga ikinokonsiderang APOR sa ilalim ng Omnibus Guidelines ay ang mga health and emergency frontline services at uniformed personnel; government officials at employees na nasa official travel; duly-authorized relief at humanitarian assistance actors; mga taong bumibiyahe para sa medical o humanitarian reasons; mga taong patungo at palabas mula sa paliparan; sinumang tumatawid ng zones para magtrabaho sa mga pinapayagang industriya at public utility vehicle (PUV) operators.
Ang mga “unauthorized persons outside of residence” (UPOR) naman ay hindi papayagang makatawid ng border at sa halip ay pauuwiin na lamang sa kani-kanilang tahanan. Pinapayagan din ang malayang paggalaw ng mga cargo o delivery vehicles sa lahat ng QCPs dahil ang mga ito aniya ay mahalaga para sa ekonomiya.
