Casimiro V. Madarang Sr. versus Sergio Osmeña Jr.

The Cebu City Mayoralty election in November 10, 1959 was a battle royale between Casimiro V. Madarang Sr. who was supported by the incumbent President, Carlos Polistico Garcia, against Sergio "Serging" Chiong Veloso Jr. son and namesake of Don Sergio Suico Osmeña Sr.

What is controversial with the election was that Don Sergio Osmeña Sr., the former president, did not support his son. This is how it was reported by the Official Gazette on October 26, 1959:

"President Carlos P. Garcia was heartened today by news reporting that the former President Sergio Osmeña had issued a statement urging the Cebuanos to junk his son, Sergio Jr. in the coming elections.

"After reading the newspapers, the President wrote a message to the Grand Old Man of Cebu and congratulated him for his unequivocal stand against what the president called 'fake Nacionalistas who wear the NP mask for political convenience to destroy the party'.

"It was learned that the President who is a die-hard party man, expressed optimism that other 'fake Nacionalistas' may be exposed in due time."

Casimiro V. Madarang Sr. the challenger of the mayoralty seat was a veteran public servant as he was appointed by President Manuel Acuna Roxas Sr. on February 11, 1947 as Chairman of the Tax Appeal Board of Cebu City, his members were Agustin Jereza, Juan Zamora, Santiago Suson and Virgilio Gonzales. Casimiro Sr. became a lawyer on October 17, 1930. He was the Presiding Officer called then as President, today's equivalent to the position of Vice Mayor in the passage of the "fingerprinting ordinance" of Cebu City in 1954. He was elected councilor in 1955.

Casimiro Sr. married Dolores Regis and had five children, three of them became lawyers. Casimiro Jr. became a lawyer on March 8, 1957 and was appointed by President Marcos as Comelec Commissioner (he married Estrelita Lucero, their children: Consuelo, Casimiro IV, and Jane Margaret). The second child, Jose, became a lawyer on January 26, 1961 and became a general of the INP. The third child, Ramiro, became a lawyer on March 19, 1966 and became Government Corporate Counsel in 1967. He ran as Cebu City Councilor under the Nacionalista Party. The fourth child was Vicente, and the youngest, Corazon, married a Gregorio. Casimiro Sr. died on June 3, 1995.

Serging won over Madarang as the Cuencos and the Osmeñas joined forces against President Garcia.

The score was: Osmeña: 38,124 and Madarang: 20,473. In that election, Ferdinand Marcos topped the senatorial election, he ran under the Liberal Party while the Cebuano candidate for senator, Don Mariano Jesus Cuenco, running under the Nacionalista Party, placed fifth.
