Why new PNP chief Bato was wiggling his head in viral video

DAVAO CITY — A viral video caught new Philippine National Police (PNP) chief Director General Ronald “Bato” dela Rosa wiggling his head during the inauguration of President Rodrigo Duterte.

Netizens watching the live stream of the event caught the jolly Dela Rosa on the video. Some were quick to cut and make a GIF out of his expression and just minutes after, it went viral with captions saying, "this is how excited I am to arrest the drug lords."

Apparently, Bato's reaction was not intended for the drug lords but to his daughter who was watching at home in Davao City.

In a text message to Philstar.com, Bato explained: "My daughter called and asked me where I was in Malacañang because she was watching and could not see me. I answered look for me on the screen, I will shake my head (not knowing that the camera was focused on me)."

He was composing the message while waiting for the president to start their Cabinet meeting. 

Duterte administered the oath taking of his Cabinet members shortly after he swore in as the 16th president of the Philippines.
