MANILA, Philippines — The Liga ng mga Barangay and the Association of Barangay Chairmen (ABC) have no legal personality and cannot intervene in a petition questioning the postponement of the barangay and Sangguniang Kabataan (SK) polls, according to election lawyer Romulo Macalintal.

Macalintal asked the Supreme Court (SC) to deny the petition for intervention filed by the league and the group of barangay chairmen.

He said the petition is creating confusion because while it was purportedly filed by some barangay chairmen, it was not clear who the real parties are, whether it was the village, the league chapter or the barangay chairmen themselves.

Macalintal referred to some annexes of the petition, wherein the documents were signed between Aug. 2 and 11, when Republic Act 12232, the law postponing that BSK polls, was not yet enacted and the petition not yet filed.

“The league of barangays, the ABC and their counsels, mocked and trifle with the rules on pleadings and procedures,” he said.
