MANILA, Philippines — Even as measures to postpone the barangay and Sangguniang Kabataan elections in December remain pending, the Commission on Elections (Comelec) has issued a resolution setting the calendar of activities for the BSKE.
According to the Comelec, those running for the village polls must file their certificates of candidacy (COC) between Oct. 1 and Oct. 7, including Saturday and Sunday.
From the filing of the COC, the BSKE candidates are already covered by rules against premature campaigning as well as vote buying and selling.
The campaign period for the BSKE candidates is from Nov. 20 to 29.
During the election period from Oct. 27 to Dec. 31, raising of funds through lotteries, wagers on results and suspension of local elective officials are not allowed.
A gun ban will also be enforced.
Starting Oct. 17 until Nov. 30, appointment or hiring for new positions, filling of positions in any government office or instrumentality, including government-owned or controlled corporations, without authorization from the Comelec is prohibited.
A ban on promotions and giving of salary increases, renumeration or any privileges to government officials and employees will also be enforced during the period.
The release, disbursement or expenditure of public funds are also prohibited from Oct. 17 to Dec. 1, 2025.
The Comelec imposed a ban on the construction or maintenance of barangay-funded roads and bridges from Nov. 21 to Nov. 30.
Campaigning is no longer allowed from the eve and until the day of the election.
After the BSKE, candidates, whether they win or lose in the elections, have until Dec. 31 to submit their statements of campaign contributions and expenditures.
