MANILA, Philippines - A Frenchman wanted in his country for child rape and pornography was arrested by Bureau of Immigration operatives in Makati City on Dec. 12, the BI reported yesterday.
Theddy Douglas Tissier, 42, was apprehended along Chino Roces Avenue by the bureau’s Fugitive Search Unit, BI Commissioner Norman Tansingco said in a statement.
According to the Interpol’s national central bureau in Manila, Tissier is wanted for prosecution by a judicial tribunal in Tours, France on charges of acquiring, possessing offering, making available, recording and fixing pornographic images of a child under 15 years of age.
The Frenchman was also charged with sexually assaulting a minor and committing fraud in violation of the French penal code, the BI said.
Tansingco said he issued a mission order for Tissier’s arrest after the French government informed the BI about the fugitive’s presence in the Philippines.
“We are going to expel him and deport him back to his country. His presence here is inimical to our national interest as he poses a serious threat to our Filipino children,” he said.
