CHR probes Davao student’s slay

MANILA, Philippines — The Commission on Human Rights (CHR) has initiated a parallel probe into the killing of a student by a non-uniformed police personnel in Davao City.

CHR executive director Jacqueline de Guia cited conflicting claims surrounding the death of Amierkhan Mangacop, 19, who was shot during a scuffle at a bar on July 2.

The suspect was identified as Marvin Rey Pepino, a doctor and non-uniformed personnel of the Philippine National Police office in Davao region.

“CHR’s independent investigation seeks to help establish the truth amid competing narratives from both sides. One point of inquiry is why a non-uniformed personnel is carrying a firearm outside his residence, particularly while drinking in a bar,” De Guia. “The goal is to be able to hold the perpetrator to account, achieve justice for the death of the male student and possibly trigger a review of the guidelines on firearm use and regulation in the country.”

Mangacop’s family disputed claims that the student was shot after he attacked the doctor, saying the victim and his companions went to the bar only to pick up a cousin.

“As our independent investigation moves, we shall hold on to the commitment of the Police Regional Office in Davao for a thorough, fair and unbiased investigation, coupled with an assurance that appropriate criminal charges will be pursued,” De Guia said.
