By authority of the President, Executive Secretary Salvador Medialdea signed Proclamation 651 declaring the holiday to mark the anniversary of the inauguration of the First Philippine Republic.
Malacañang said residents should be given the opportunity to celebrate and participate in the occasion with appropriate ceremonies.
