MANILA, Philippines — Two policemen were caught sleeping and drunk while on duty during an inspection of police precincts conducted by National Capital Region Police Office (NCRPO) chief Director Guillermo Eleazar in southern Metro Manila before dawn yesterday.

Police Officer 3 Rey Gusi was sleeping at the Police Community Precinct 8 in Las Piñas City while PO3 Joselier Labrada was drunk while on duty at PCP 3 in Parañaque, Eleazar said.

Gusi and Labrada, both desk officers, received a tongue-lashing when they appeared before Eleazar at the NCRPO headquarters in Camp Bagong Diwa yesterday.

“The NCRPO does not tolerate these kind of behaviors for police officers who are on duty,” Eleazar stressed. “The internal cleansing program of the NCRPO does not only limit to penalizing police officers involved in illegal activities but also for their lax performance.”

When he assumed command of the NCRPO early this year, Eleazar embarked on daily inspections of police precincts and caught policemen sleeping while on duty. This resulted in the relief of several PCP commanders.

According to Eleazar, Gusi and Labrada would be charged with less serious grave misconduct, which carries a maximum penalty of several months of suspension without pay.
