MANILA, Philippines — The Metropolitan Manila Development Authority (MMDA) is working with the National Bureau of Investigation (NBI) to hunt down a woman seen in a viral video doing the “Kiki dance” challenge on EDSA, an official said yesterday.

The MMDA is “coordinating with the NBI to determine her address where we will send her summons, and we are still working on it,” MMDA spokesperson Celine Pialago said. 

 Pialago identified the woman as “Micha Anne Gabuten” through her Facebook account, which has been deactivated since the video made the rounds on social media.   

The MMDA spokesperson said Gabuten will not be asked to explain her side. “It is no different from no-contact apprehensions,” she said, but stressed that it would be acceptable if Gabuten apologizes.

The video showed Gabuten dancing to Drake’s “In My Feelings” along the EDSA-Kamuning flyover.

Pialago said the driver of the vehicle will be fined P500 for obstructing traffic and Gabuten P500 for jaywalking.

“If the driver was the one taking the video, that’s a violation of the Anti-Distracted Driving Act, but if not, then it is not covered under the ADDA,” she added. 

The MMDA will coordinate with the Quezon City government to determine if Gabuten and the driver violated city ordinances. 

 The MMDA said the dance challenge is strictly prohibited on major roads such as EDSA, C-5 Road and Commonwealth Avenue and on “mabuhay lanes” or alternate routes. 

 Pialago said Gabuten is the first to be fined for taking part in the “Kiki dance” challenge.
