Emilio Lazaro, chairman of Barangay Makindol, and treasurer Wilson Galapon were having a drinking spree at the barangay hall when the assailants entered and opened fire.
Municipal Councilor Labueno Casas was unhurt.
Probers are looking into complaints regarding missing barangay funds as the motive for the attack, said Senior Inspector Jose Torrijos, Benito Soliven police chief.
