Stop motorcycle-riding criminals, DILG chief orders PNP

MANILA, Philippines - Interior and Local Government Secretary Jesse Robredo yesterday ordered the Philippine National Police (PNP) to intensify the campaign against criminals riding in tandem on motorcycles.

Robredo issued the directive after records showed a seven-percent increase in crimes committed by riding in tandem suspects with 1,700 incidents in the first nine months this year from only 1,565 cases during the same period in 2010.

He instructed PNP chief Director General Nicanor Bartolome to submit an assessment report including measures the PNP intends to implement with the corresponding operational requirements and logistical support.

Bartolome for his part, gave assurance that measures have been adopted such as, the implementation of the Police Integrated Patrol System (PIPS), and the deployment of motorcycle riding police officers, known as Motorized Anti-Street Crime Operatives (MASCO).

The deployment of MASCO, whose members are required to undergo basic tactical rider’s course, is aimed at preventing robberies, carnappings/carjackings, kidnappings and other crimes perpetrated by motorcycle riding criminals.

 “Maximum police visibility has been intensified with the deployment of administrative personnel assigned at headquarters and support units to the field especially in the metropolis,” he added.

At least 300 policemen who recently finished a tactical riders course will be deployed in the streets of Metro Manila, according to Senior Superintendent Dionardo Carlos, spokesman for the National Capital Region Police Office.

Carlos said they are also waiting for the arrival of at least 100 motorbikes donated by Executive Secretary Paquito Ochoa for the use of motorcycle-riding policemen.

“These policemen were trained to fire their firearms while riding in running motorcycles. They can maneuver in any alley and side streets while pursuing criminals,” said Carlos.

Carlos said criminals have shifted to the use of motorcycles because it is more affordable compared to cars.
