Las Piñas bans plastic bags

MANILA, Philippines - The Las Piñas City council has passed an ordinance that bans the use of plastic bags and packing materials.

Mayor Vergel Aguilar said the ordinance is part of the local government’s efforts to “advance the right of the people to a balanced and healthful ecology in accord with the rhythm and harmony of nature.”

Critics have pointed out that plastic bags are replaced with paper bags, which are sourced from trees, worsening environmental problems. Paper bags also cannot properly contain fish, meat and other products from the wet market.

In Muntinlupa, which first banned plastic bags, large supermarkets are allowed to put fish and meat in plastic bags. But in the public market, vendors are arrested for doing the same.

Section 3 of the Las Piñas ordinance prohibits commercial establishments from using/utilizing thin film, single use, or carry out plastic bags for the purpose of carrying away goods. It also prohibits commercial establishment from using polystyrene foam and other similar materials as containers for food and produce.

Commercial establishments are likewise prohibited from offering or selling plastic bags to be used as packing materials.

A P1,000 fine will be imposed for the first offense, P3,000 for the second offense and P5,000 fine and prison term of up to six months and even cancellation of license to operate for a period of one year for the third offense.
