EPD chief sacks boss of abusive drunken cop

Chief Superintendent George Aliño, Eastern Police District (EPD) director, sacked yesterday the superior officer of a drunken cop who shot dead a truck driver and seriously-wounded a foreman during a shooting spree in Pasig City before dawn Wednesday.
Aliño found Inspector Rommel Magleo, precinct commander of Sub-Station 3 of the Pasig City police, guilty of command responsibility for allowing the drunken suspect, SPO1 Robert Ortiz to drive around alone in the precinct’s patrol car.
Police standard operating procedure for foot and mobile patrols calls for a "buddy" system.
Aliño also initiated summary dismissal proceedings against Ortiz for killing Rodel Bacolod, 21, a stay-in worker of 484 J. P. Rizal St., Barangay Lamuan, Marikina City and seriously wounding foreman Fernando Giludo, 32.
Giludo is now fighting for his life at the Pasig City General hospital. Their companion, engineer Lawrence Mata, escaped unharmed.
Separate charges of murder, frustrated murder and attempted murder were filed yesterday against Ortiz with the Pasig City prosecutor’s office.
Superintendent John Sosito, Pasig City police chief, immediately ordered Ortiz shipped to the Nagpayong detention center to assure the victims’ relatives that there would be no "whitewash" in the investigation.
"He (Ortiz) will receive no special treatment from us," Sosito said, adding "the full force of the law will be applied on him to prevent others from imitating his bad example."
Magleo will be replaced by Inspector Jose Ogbac, the deputy intelligence chief of the local police.
Aliño said Ortiz was also involved in the mauling of pedicab drivers, John Rapsina, 29 and Ricardo Aponar, 28 last March 11. But Ortiz was spared from punishment after the two victims signed a letter of desistance.
During his ocular inspection of the police precinct located in Karangalan Village, Barangay de la Paz yesterday, Aliño found out that Ortiz had the habit of reporting for work drunk. – Non Alquitran
