MANILA, Philippines — Mass protests are expected to erupt nationwide on Sunday, September 21, as Filipinos begin to rally against corruption in government flood control projects.

In the capital, demonstrators have begun gathering at Luneta Park for the “Baha sa Luneta,” led by students and progressive groups beginning at 9 a.m.. Others are convening at the EDSA People Power Monument in Quezon City for the “Trillion Peso March” in the afternoon.

Transport group Manibela deployed jeepneys offering libreng sakay for rally participants, with pickup points made available online.

Nationwide actions. Protests were also staged across several provinces, underscoring the breadth of public outrage. The Philippine National Police said it ios deploying 50,000 personnel nationwide to maintain safety and order during the demonstrations.

Police lined up in front of the statue of Jose Rizal in Luneta Park at 6:40 a.m. as they prepared for protesters for the "Baha sa Luneta Rally" on Sept. 21, 2025.

The mass actions coincided with the anniversary of Proclamation 1081, which placed the Philippines under Martial Law under dictator Ferdinand Marcos Sr., father of the incumbent president.

Corruption scandal backdrop. The rallies came amid widespread anger over revelations of anomalies in flood control infrastructure projects.

Congressional probes have found irregularities that allegedly siphoned off more than half of the nearly P1.9 trillion allocated to flood control over the past 15 years.
