MANILA, Philippines — The Marcos administration vowed to accelerate expansion of digital infrastructure and ensure seamless coordination among government agencies for the effective implementation of programs that support micro, small and medium enterprises (MSMEs), Malacañang said last week.

Executive Secretary Lucas Bersamin made the remarks at the recent 2025 Presidential Awards for Outstanding MSMEs and Presidential Recognition for Outstanding Development Partners held at the Heroes Hall at Malacañang.

In his speech, delivered by Bersamin, President Marcos stressed his administration continues to foster a business climate that encourages innovation, expands market reach and promotes competitiveness through the MSME Development Plan 2023-2028.

“We are investing in skills, fortifying our digital backbone and equipping MSMEs to succeed in the global digital economy,” Marcos said.

MSMEs comprise over 99.6 percent of all business establishments in the country.

“Indeed, you are the backbone of our economy. The beating heart of our barangays. And the sparks of innovation that keep our industries alive,” the President said.

He said the government is investing in skills and equipping MSMEs to succeed in the global digital economy whether through e-commerce, AI-powered systems, digital finance or smart logistics.

Marcos said the government is also bringing capacity building, financing and market linkages closer to women entrepreneurs, the youth and community-based enterprises that reflect the best of Filipino culture and resourcefulness.

He also recognized local partners who have helped MSMEs transform challenges into opportunities.

He said their hard work has fueled the economy and “deepened the pride we carry as a nation.”

“Parallel to your efforts, this administration is steadfast… in building the future our entrepreneurs deserve,” Marcos said.
