CHR probes alleged illegal detention, extortion in QC barangay hall

MANILA, Philippines — The Commission on Human Rights on Wednesday condemned the alleged illegal detention and extortion done by barangay officials in Quezon City.

Two village watchmen of Brgy. Commonwealth were arrested Tuesday for allegedly demanding P30,000 for the release of a detainee, according to an ABS-CBN report.

The report also said that the police rescued some 38 people detained at the village facility. Most of them had been detained at the barangay hall for violating regulations.

The CHR said it had sent its Quick Response Team to investigate the alleged illegal detention and extortion.

“Naniniwala ang CHR na ang bawat paglabag ay dapat may karampatang kaparusahan, pero hindi ito dapat lalabis sa kung anuman ang nakatakda sa batas. Meron ding sinusunod na proseso sa pagsasampa ng kaso at pagkulong,” CHR spokesperson Jacqueline De Guia said.

She also stressed that presumption of innocence is a right guaranteed under the Constitution.

“Ginagarantiya rin ng Konstitusyon na ang bawat tao ay kikilalanin na inosente sa harap ng anumang alegasyon hangga’t mapatunayan ang kanilang pagkakasala,” De Guia said. — Gaea Katreena Cabico
