Duterte forms interagency task force to promote federalism

MANILA, Philippines — President Duterte has formed an interagency body tasked with “integrating, harmonizing and coordinating efforts” to raise awareness on federalism and constitutional reform.

The creation of the Interagency Task Force on Federalism (IATF) is contained in Memorandum Circular No. 52 signed by Executive Secretary Salvador Medialdea by authority of Duterte on Oct. 31. 

“Constant consultations with all sectors of society are essential in every stage of the process of constitutional reform so that such efforts toward reform would embody the sovereign will and reflect the ideals and aspirations of our people,” the memorandum read.

The shift to federalism, a setup that would give more powers to local governments, is one of the priorities of the Duterte administration.

The President previously said federalism would spur development in the countryside and bring peace in conflict-torn Mindanao.

Despite the government’s efforts to promote federalism, it remains unpopular among Filipinos based on a recent survey.

A nationwide poll conducted by Pulse Asia in June showed that 67 percent of Filipinos are against amending the 1987 Constitution while 62 percent do not support the proposed shift to federalism.

Interior and Local Government Undersecretary Catalino Cuy will serve as chairman of the IATF, with Justice Secretary Menardo Guevarra as vice chairman.

The IATF consists of the heads of the Office of the Cabinet Secretary, Presidential Management Staff, Presidential Communications Operations Office, Office of the Presidential Spokesperson, Presidential Legislative Liaison Office, Office of the Political Adviser, Commission on Higher Education, Development Academy of the Philippines and the University of the Philippines Law Center. 

Members may designate an undersecretary or assistant secretary as permanent representatives to the task force.

The IATF was tasked to develop strategies and implement activities to raise public awareness on federalism and constitutional reform and prepare an information dissemination and public communication plan. – With Robertzon Ramirez
