118 convicts candidates for clemency

MANILA, Philippines — Two fratmen convicted for the death of a rival fratman, a South Korean businessman sentenced to life for raping a fellow South Korean woman, and two men serving life for drug-related crimes, are among the 118 candidates for executive clemency to be granted by President Duterte this year.

The Bureau of Pardons and Parole (BPP) publicized the list of the convicts that are serving their sentences at the New Bilibid Prison in Muntinlupa City and have sought executive clemency in a noticed published in The STAR last Friday.

Among the candidates were Julius Victor Letrero Medalla and Robert Michael Beltran Alvir, both members of Scintilla Juris fraternity of the University of the Philippines-Diliman who were convicted in early 2002 for the death of Dennis Venturina, a member of rival Sigma Rho fraternity during a rumble in 1994.

Also seeking clemency is South Korean businessman Chang Yoon-wook who was convicted for rape of a fellow South Korean woman inside the convict’s restaurant in Parañaque City on June 1998.

The unidentified victim revealed that Chang raped her after he and his companions stripped, gagged, tied, blindfolded and beat her, and that she was even dragged to the bathroom where they poured gasoline on her and threatened to burn her alive.

Two convicts serve life sentences for separate drug-related offenses who were identified as Saidamin Malamama Macabalang and Chua Shilou Hwan.

Macabalang was caught in possession of 1,972.6 grams of shabu during a buy-bust operation at the parking area of a department store in Quezon City in 1999.

Chua and five other Chinese nationals were caught by military personnel loading several packs of around 364.057 kilograms of shabu into a van inside a resort at Barangay Bignay II in Sariaya town, Quezon province in August 2000.
