MANILA, Philippines -  The Civil Aeronautics Board (CAB) has slapped a P52.1-million fine on budget carrier Cebu Pacific (Cebu Air Inc.) over complaints of flight delays and cancellations during the Christmas holidays.

“It’s about time, the airline is being irresponsible and it should not happen again,” CAB director Jose Victor Luciano said in a telephone interview, citing in particular the Dec. 24 chaos at the airport as irate passengers confronted Cebu Pacific ground staff.

“We have yet to receive an official communication from the CAB. Until then we cannot give any comment,” Cebu Pacific vice president for corporate affairs Jorenz Tañada said when sought for reaction.

Luciano, former president and CEO of Clark International Airport Corp. (CIAC), pointed out that a total of 10,400 passengers were affected by the flight delays and cancellations.

He said the CAB Board yesterday decided to impose a P5,000 fine on the airline for every affected passenger.

“Cebu Pacific was fined P52 million. That was based on the 10,400 passengers affected by delays and cancellations on Dec. 24, 25, and 26,” he added.

He said the budget airline violated its Certificate of Public Convenience (CPC).

“They are in public service and high absenteeism is not a reason for flight delays and cancellations,” Luciano said.

He added Cebu Pacific may file an appeal with the CAB Board.

CAB executive director Carmelo Arcilla in a text message said they have also is- sued a strong reprimand to Cebu Pacific on top of the hefty fine.
