UP, Ateneo tie for top slot in Bar

There are 660 new lawyers in the country.

Edwin R. Enrile of the Ateneo de Manila University and Florin T. Hilbay of the state-run University of the Philippines (UP) shared top honors in the 1999 Bar, results of which were released last night by the Supreme Court.

Five other law graduates of Ateneo, along with three others from UP and one from San Beda College, made it to the Top 10.

Enrile and Hilbay both had 88.5 percent rating to share the first slot. They were followed by Dara C. Acusar, also of Ateneo, with 87.7 percent.

In third place was Francis Joseph H. Ampil (Ateneo) who got 87.2 percent. Roel A. Refran (Ateneo) picked up the fourth slot with 86.9 percent. Maritess B. Avila (San Beda) was fifth with 86.55 percent and Randy T. Ceniza (Ateneo de Davao) in sixth with 86.05 percent.

Karen B. Caparros (UP) and Lourdes C. Echavez-de Leon (Ateneo) also shared seventh place with identical 85.9 percent, followed by Riafe M. Cagas (UP) at eighth with 85.75 percent and Fritzie P. Tangkia (UP) in ninth slot with 85.55 percent, while Grainoil U. Baysa-Pee (Ateneo) was tenth with 85.5 percent.

The High Tribunal said only 16.59 percent, or 660 out of 3,978 hurdled the examinations given on Sept. 5, 12, 19 and 26 last year at the De La Salle University in Manila.

Incidentally, Hilbay celebrated his 26th birthday yesterday. "This is a very nice birthday gift for me," he said.

His blessings did not end there. His girlfriend, Caparros, was seventh placer.

The bespectacled and soft-spoken Hilbay said he was confident about passing the tests, but did not expect he would be a topnotcher.

Hilbay, a staff member of Justice Vicente Mendoza, said he was strolling at Robinson's Place in Manila with his father, Rodrigo, 51, and mother Lydia, 50, when they learned of the release of the results.

Senior Associate Justice Josue Bellosillo chaired the 1999 Bar Committee with Justices Serafin Guingona, Antonio Martinez, Pedro Ramirez, Regino Hermosisima and Alicia Sempio-Diy, Dean Antonio Abad, Mervyn Encanto and Undersecretary Cornelio Gison as members.

Oath-taking for the new lawyers will be held at 2:30 p.m. May 3 at the Plenary Hall of the Philippine International Convention Center , Cultural Center Complex, on Roxas Boulevard, Manila.

The Tribunal had to hold a special session yesterday morning even if it was Sunday just to deliberate on the Bar results.

In a two-page resolution, the 15-member Tribunal said it has relieved the head of the 1999 Bar Committee, Justice Fidel Purisima, after he admitted that a nephew took the examinations. He told his colleagues that he learned of the matter only last January.

Bellosillo was designated to take Purisima's place, but it took the magistrates three long days to check on the integrity of the tests.

Chief Justice Hilario Davide Jr. inhibited himself from the deliberations as one of his relatives also took the examinations.
