Allowance sa kapolisan napolitika

CEBU, Philippines — Gipamolitika ang allowance alang sa kapolisan sigun pa sa direktor sa Cebu City Police Office (CCPO) nga si Senior Superintendent Royina Garma.

Kini nunot sa plano nga igo lang ang allowance gikan sa kagamhanan sa Siyudad sa Sugbo sa mga polis nga botante sa siyudad.

“I feel na it’s na politicized, definitely na politicized. Whether may ibigay sila na allowance o wala, patuloy kami magta-trabaho kasi may sweldo. If they feel it is fair and just to the PNP then go, wala kaming problema. But right now, feeling ko na politicized ng super duper ang PNP,” matud ni Garma.

Sigun pa ni Garma nga kung dili pa pamolitika, tangtangan sab unta sa allowance ang taga ubang ahensiya sa kagamhanan nga dili botante sa siyudad.

Nagtuo si Garma nga ang pagbinayloay nila og mga pulong kauban ni Police Regional Office 7 Director Debold Sinas tali ni Mayor Tomas Osmeña ang nakaingon niini.

Alang kang Garma maayo nalang unta  nga magamit sa kapolisan ang P2,500 nga allowance alang sa gasolina sa court duties.

Samtang gihimakak ni Garma nga nagdawatan siya og allowance matag buwan nga tag P8,000 sanglit dihang nilingkod siya sa katungdanan, gidid-an niya ang iyang finance officer sa paghatag sa iyang account number.

“I told Dave Tumulak hindi ko tatanggapin, kung gusto niya tumulong i-convert na lang niya sa gasoline which is better,” sigun pa niya.

Hinoon gipanghingusgan ni Garma nga bisan wala pa ang allowance, padayon ang trabaho sa kapolisan apan wala niya ilimod nga makakwestiyon kini sa suporta sa gobiyerno.

“Tao lang din tayo makakaisip tayo if nagki-care pa ba sila o wala na. I feel bad for my personnel pero I don’t feel bad sa akin personally,” siya niingon.

Samtang niawhag si Bise Mayor Edgardo Labella kang Osmeña nga i-rekonsiderar ang plano niini nga mohatag lang og incentive allowance sa mga polis nga residente ug rehistradong botante sa siyudad.

Kini atol sa budget hearing niadtong Lunes diin ang pangulo sa Peace and Order Program, Kevin Christer Paz, ang nipadangat sa maong tinguha sa mayor.

“We urge to reconsider that becoming a registered voter should not be main reason for not giving them the allowance, they serve the city. The Local Government Code does not say that they should be a registered voter, the Local Government Code merely says that to those personnel in the national agency in the government that is serving a local government unit are allowed to receive allowances such as judges, fiscals and also the police,” matud ni Labella.

Apan sa iyang bahin, si Konsehal Margarita Osmeña, chairman sa committee on budget and finance sa konseho, niklaro nga wala gi-single out ang Philippine National Police sanglit ang maong kondisyon ipatuman sab sa ubang law enforcement agencies sama sa National Bureau of Investigation, Philippine Drug Enforcement Agency ug Maritime Police.

Nidugang sab ang konsehal nga incentive allowance kini ug dili obligasyon sa kagamhanan sa siyudad.

“It’s called an incentive allowance, it’s not an   obligation on our part, right, so it’s to give them incentives also.

So under that particular heading is not only the police but it’s also the PDEA, the NBI and the Maritime Police, they’re not being singled-out in other words, it’s looks that way because they’re the most obvious ones but under that heading are the four, PDEA again, the NBI, the Police and the Maritime Police,” matud ni Konsehal Osmeña. - Decemay P.
