PhilHealth to appeal COA ruling on perks

MANILA, Philippines - The Philippine Health Insurance Corp. (PhilHealth) will elevate to the Supreme Court (SC) the decision of the Commission on Audit (COA) ordering it to return some P247.883 million worth of allowances and benefits given to its officials and employees from 2007 to 2009, saying the perks are “aboveboard.”

In an interview, PhilHealth spokesman Israel Pargas said they are preparing to file the appeal with the SC, “which we consider as the final interpreter or arbiter of the law.” 

“We based our position on our Charter which (is provided for under) Republic Act 7875 that the corporation has the powers to fix the compensation,” he said.

Philippine Hospital Association of the Philippines president Rustico Jimenez said the perks may be provided by law but they are “unethical,” considering that majority of Filipinos are still deprived of adequate health services.
