Cebu road rage suspect to surrender on Tuesday

MANILA, Philippines — The suspect in a road rage shooting incident in Cebu City is set to surrender to the police on Tuesday, according to his mother.

In a text message addressed to Special Assistant to the President Christopher Bong Go, businessman David Lim Jr.’s mother said her son will surrender to the authorities on Tuesday.

“Sir Bong, the family decided to follow your advise [advice]  to surrender my son David Lim Jr. to the regional commander Chief Superintendent Noli Talino tomorrow,” Mrs. Lim’s text message read.

“Please help us facilitate his surrender n safety,” she added.

In a message to media, Go's office made clear that he does not personally know Lim's family. 

"Nakipag-ugnayan si Mrs. Lim sa Davao-based Cebuano na si Peter Go, na nakipag-ugnayan naman kay [Secretary] Bong. Kaya kinumbinsi ni [Secretary] Bong na isuko nito ang anak," his office said.

Mrs. Lim’s message came after her son was placed under an Immigration watch list. Cebu City Mayor Tommy Osmeña said he had not received the news about Lim Jr.'s surrender feelers but said he knew the mother was in touch with Go.

Earlier, Osmeña said a hold departure order was in effect against Lim Jr. after the news about him reached Go.

On Sunday, Osmeña said he sought help from Go asking to assist him in getting an arrest warrant issued against Lim Jr. before he left the country.

Osmeña wanted to fast-track the issuance of a hold departure order because there had been rumors that Lim Jr. had already left the country, which the Bureau of Immigration denied.

 

A judge in Cebu had refused to issue a warrant of arrest against Lim Jr. and the police refused to move without a warrant so the city mayor personally led the raid on the house of Lim Jr., who is a nephew of high-profile drug suspect Peter Lim.

Peter Lim met President Rodrigo Duterte last year to clear his name.

"Hi Bong, fyi lang, tonight I personally raided the house of David Lim, brother to Peter. His son was captured on video this morning shooting a nurse. The judge in Cebu refused to issue a warrant of arrest and the police refused to move with no warrant until I threatened to perform the raid by myself. Son not in house,” Osmeña’s text message to Go read.

“Please tell the President that I need help getting an arrest warrant ASAP so a hold departure order can be placed. This is beyond me na. Need help," he wrote.

Osmeña offered a P100,000 reward to those who would turn over David Lim to the police.

The suspect was identified by a 33-year-old nurse named Ephraim Nuñal as the one who shot him in the leg during a traffic altercation Sunday dawn.

Investigation revealed that at past 3 a.m., Sunday, Nuñal was traversing F. Sotto Street near Redemptorist Church in Cebu City when David stopped his Mercedes Benz with plate number UWI-731 in the middle of the road.

Nuñal honked his horn as David caused traffic and this caused the road rage.

David was being stopped by then companion and girlfriend Tamae Takahashi but he still allegedly shot Nuñal. The incident was caught on video by a concerned citizen.

Osmeña also urged David to surrender before the authorities.

“For his own safety, I highly encourage Mr. Lim to give up. Unless he wants to spend the rest of his life hiding in Sulu, he has no future here. If he is in Cebu, we will find him,” he said.
