Osmeña: Habal-habal lisod pahunongon

CEBU, Philippines — Kon dili mapahunong sa gobiyerno ang operasyon sa mga habal-habal mas maayong himuon na lang kining legal sumala pa ni Cebu City Mayor Tomas Osmeña.

Mao unya kini himuong argumento ni Osmeña nga iyahang ipadangat atol sa committee hearing sa House of the Representatives karong adlawa may labot sa pending bills nga mag-regulate sa habal-habal operations.

Milarga kagahapon paingon sa kaulohan ang mayor aron personal nga motambong sa maong hearing nga gipatawag sa Committee on Transportation sa House of Representatives human kini giimbitar.

Sigon ni Osmeña kon gusto sa nasudnong kagamhanan nga hunungon kini apan dili niya kini buhaton dinhi sa siyudad kay matod pa imposible apan mahimo silang makontrol.

“But we can control it and we can make work for the people. For example under Angkas if we are allowed to supervise Angkas here in the City the others who don’t join Angkas will not survive because we’ll make Angkas so well like by the public that they will not choose a driver that is not Angkas simple as that, so maglisod gyud sila, so they’ll join nalang, if they will join then we can put them under control,” sigon ni Osmeña.

Matud niya daghan gyud og mga nag-abusong  drayber sa habal-habal ug lisod usab mahibaw-an kon ang driver lisensiyado ug uban pa apan pinaagi sa Angkas  masiguro gyud nga legal silang nagmaneho.

Wala sa’y mga mag-stand by sa eskina kay ang Angkas wala nag-require og terminals sanglit igo lang sila  i-book ug moadto dayon sa nahimutang sa ilahang pasahero ug mahibaw-an sad kun pila ang plete.

“It’s been proven already that the Angkas driver makes more money than the ordinary habal-habal driver so it’s good for them but we have to serve the law. And that is where the battle begins, the law should serve the people  not people serving the law. If this does not serve its purpose the law should be discarded,” dugang sa mayor.

Kahinumduman nga ang operasyon sa Angkas gipahunong sa Land Transportation Franchising and Regulatory Board (LTFRBB) sa miaging tuig.
