CPDRC inmates pick new ‘bosyo’

CEBU, Philippines - Inmates of the Cebu Provincial Detention and Rehabilitation Center (CPDRC) have chosen the right hand of their former jail boss as their new ‘bosyo’ or ‘mayor de mayors’ with approval from the CPDRC management.

Nestor Catipay, 51, who was the right hand of Lito Granada, was chosen by the inmates to replace Granada as ‘bosyo’ as the latter is now detained at the New Bilibid Prison in Muntinlupa City.

Catipay, who hails from Aloguinsan, has been detained in CPDRC for 13 years for a murder-kidnapping case.

Bobby Legaspi, CPDRC officer-in-charge, said Catipay started performing his duties as ‘bosyo’ last Friday after Legaspi presented the inmate’s background to the governor.

“Only Gov was informed this morning (Friday) and reviewed his background. He was okay with him,” Legaspi said.

Governor Hilario Davide III said he doesn’t have any problem about Catipay being ‘bosyo’ as long as he has the respect of the inmates.

“I asked Mr. Legaspi if he commands the respect of the other inmates there, according to him he has the respect. Importante man gud na,” Davide said.

Legaspi also said that even with the new ‘bosyo,’ rules among inmates inside the jail facility will remain the same.

“They are still going with their magna carta, they have commandments. I was not aware of that until he (Catipay) presented that to me,” Legaspi said.

The inmates initially recommended other inmates to be their ‘bosyo,’ but these were rejected by Legaspi. These were Beinvenido “June” Noel, detained for murder charges, and also for deputy ‘bosyo’, Alvaro ‘Barok’ Alvaro, a high profile drug personality.

But Legaspi rejected the first recommendation and asked for another list. This time, the inmates put forward Catipay’s name, to which Legaspi approved.

Catipay is also among the inmates recommended by Granada to be his replacement as CPDRC ‘bosyo’.

Meanwhile, an inmate was found dead by his co-inmate inside their detention cell in CPDRC Thurdsay morning.

The inmate was a former police identified as Police Officer 1 Aquiles Redoble, 48, from Dumanjug town.

Base on the examination conducted by CPDRC medical doctor, Dr. Mario Joyag, “myocardial infarction” was the cause of death.

However, the wife of the inmate wants an autopsy done to make sure that there was no foul play involved in her husband’s death.

Rey Ignatius Ruiz, Administrative Officer of CPDRC said Redoble was formerly assigned in Guadalupe Police Station in Cebu City but was detained last year for murder and attempted murder charges.  —/JBB (FREEMAN)
