Capitol gives contractors ultimatum

Garcia warned representatives of construction firms that a negative slippage of 10 percent is already a ground for termination of contract under the rules.

CEBU, Philippines — Cebu Governor Gwendolyn has given contractors of Capitol infrastructure projects until May 5 to get back on track with their projects following reports of slippage.

In construction terminology, slippage means delay by the contractor in the implementation of a contract.

Garcia warned representatives of construction firms that a negative slippage of 10 percent is already a ground for termination of contract under the rules.

She also warned against subcontracting, which she said is a ground for disqualification.

“Paningkamuti na nga maka-catch up mo. Kon dili ninyo ipagamit inyong lisensya, maayo mo’g performance. Ang nakasiste kay inyo mang ipagamit.Wala nay blessing nako ha. Dili man ko gusto anang walay klarong lisensya,” Garcia told representatives of the firms during their meeting last April 19 at the Capitol.

“Ipaapil na nako sa mga requirements nato. Kay kon inyong ipagamit inyong lisensya, automatic ipa-disqualify ta mo,” Garcia said as quoted by Sugbo News, the Capitol’s news arm.

Present during the meeting were the representatives of First Grandeur Builders, Quirante Construction, Petrina Construction and General Merchandising, WTG Construction and Development Corp., Aren Trading and Construction, AR Adlawan Construction, Rodest Construction, JFAP Construction, Maningo Enterprises, Helm Construction, BL Pangan Construction, Dinah Jane Construction and Supply, Balcon Construction, WVI Construction, Bumi Construction Development and Supplies, Silliman Avenue Construction and Supply, RCV Villamor Construction and Ascentia Construction Inc.

During the meeting, representatives cited lack of manpower and equipment as among the reasons for the delay on the road works, but the governor dismissed such reason in light of the eased quarantine restrictions in the province.

“Pero MGCQ naman ta karon, so ayaw ko ninyo tagai anang mga rason nga lack of equipment, lack of materials, weather disturbance. Wala unta mo magpaluma-luma, kahibalo man diay mong kuwang mo’s equipment,” Garcia said.

She said contractors must have to implement make-up plans in order for them to be on track with their projects, as there will be more road concreting projects up for implementation in the seven districts of the province.

Based on the Provicnial Engineering's Office data, the Capitol has allocated P6 billion for infrastructure projects in 2020, of which P4.3 billion worth of provincial and barangay roads have already been implemented. — JMD  (FREEMAN)
