Bidding for P231.6 million flood control projects done

The projects are located in Tinaan, Naga City; San Isidro, San Fernando, and Valladolid, Carcar City, each of which will have an approved budget for the contract (ABC) in the amount of P77.2 million.

CEBU, Philippines — The Department of Public Works and Highways (DPWH) Cebu 2nd District Engineering Office bid out Monday three flood-control projects totaling P231.6 million.

The projects are located in Tinaan, Naga City; San Isidro, San Fernando, and Valladolid, Carcar City, each of which will have an approved budget for the contract (ABC) in the amount of P77.2 million.

The source of funds for the projects is the General Appropriations Act of 2021 under the new projects of the DPWH Infrastructure Program.

However, the result of the bidding has reportedly dismayed other bidders.

A contractor told The FREEMAN that the proceeding lacked transparency when no representative from them was allowed inside the room where the bidding was held.

The Bids and Awards Committee, for its part, insisted that the proceeding was fair and transparent as it was shown live on Facebook.

The contractor was supposed to bid the amount of P69.4 million each of San Fernando and Naga City flood control projects but they were surprised when BAC declared them non-complying.

“Kung and DPWH nilaban sa gobyerno, ari sila sa lowest amount, patas ang duwa, visible,” said a representative of the said contractor.

Based on the result of the bidding, Quirante Construction Corporation had the lowest calculated responsive bid in the amount of P74.8 million each for San Fernando and Naga City flood-control projects.

PLD Construction Corporation was supposed to be the lowest bidder for the Carcar City flood-control project in the amount of P74.9 million but the joint venture of Werr Corporation International and Prime Gigabuild Construction Corp. offered in its financial documents P150,000 less from the bid amount of P75 million.

The joint venture turned out having the lowest calculated responsive bid of P74.8 million for Carcar City flood-control project. — JMD (FREEMAN)
