Joel Castro, a captain of the Philippine Army formerly assigned at the Military Intelligence Company (MICO), was identified by a witness (who requested anonymity) as the one who gunned down Manegdeg in Sitio Bigbiga, San Nicolas, San Esteban town, in Ilocos Sur.

Quoting figures from the last quarter, Armed Forces Northern Luzon Command (Nolcom) chief Maj. Gen. Bonifacio Ramos said since Oct. 1, troops killed eight rebels in eight clashes with the NPA in Northern Luzon.
"There is no question that we are succeeding in reducing the capability of the enemy, because right now, the NPA is in total disarray," he said.

[Title] => 2 activists gunned down in Abra, Ilocos Sur
[Summary] => BAGUIO CITY — Assassins’ bullets felled two activists in separate attacks in Ilocos Sur and Abra these past two days.
At about 10 p.m. last Monday, Jose Manegdeg III, 37, a worker of the Rural Missionaries of the Philippines-Ilocos and Cordilleras, was gunned down in San Esteban, Ilocos Sur.
Several hours later, at about 9 a.m., Albert Terredaño, a human rights activist working with the Department of Agrarian Reform office in Bangued, Abra, was shot by a motorcycle-riding man. He died at 3:45 p.m. yesterday.
