Marquez filed the nine-page petition with the Parañaque clerk of court on Wednesday through his lawyer Mark Anthony Antonio.
The lawyer said Marquez cited "psychological incapacity" as the reason for annulment, and additionally "neglect of (Moreno’s) duties as wife and financial misappropriations which the mayor had to handle for her." Antonio did not elaborate.

According to radio reports, Desiree Raquiza died at around 11 p.m. the other night at the Makati Medical Center (MMC).
Personnel of the Makati Medical Center confirmed the death of Raquiza. However, the office of Raquiza’s attending physician, Dr. Gerard Panlilio, declined to provide any further information.
A member of Panlilio’s office said that the family of Raquiza had directed them not to release any information about Desiree.
