What is the proper attire for men and women during a funeral? I find it offensive seeing guests in rugged jeans and T-shirts.

You are quite right. It is not correct but sometimes people’s closets are full of jeans and T-shirts and little else. Ideally, during a funeral men would wear more solemn attire befitting the occasion, like barongs. Women should wear simple, tasteful clothes and avoid loud colors. To play safe, go for the usual somber black and white.
