Government OKs grant of 2024 performance-based bonus

MANILA, Philippines — The government has approved the grant of the performance-based bonus (PBB) for fiscal year 2024 and released the guidelines for implementation, the Department of Budget and Management said.

The DBM-chaired Technical Working Group on Executive Order 61 issued Resolution 2026-1 dated July 2, formally confirming Malacañang’s approval of the bonus grant.

The circular extends the PBB to all national government agencies, state universities and colleges, state-run firms, local water districts and local government units.

Congress, the judiciary, constitutional commissions and the ombudsman are also covered.

To qualify, agencies must score at least 70 points across four accountability dimensions: performance results, process results, financial results and citizen/client satisfaction.

In addition, the DBM said an official or employee who has rendered a minimum of nine months of service during the fiscal year and with at least a very satisfactory rating may be eligible for the full grant of the PBB.

Those with less than nine months but a minimum of three months of government service and with at least a very satisfactory rating will be eligible for the grant of the PBB on a pro-rata basis corresponding to the actual length of government service rendered.

“Personnel found guilty of administrative and/or criminal cases by final judgment in FY 2024 shall not be entitled to the PBB,” the DBM said, unless the penalty meted out is only a reprimand.

The agency added officials and employees who failed to submit the 2023 Statement of Assets, Liabilities and Net Worth or those who are responsible for non-compliance with the establishment and conduct of the review and compliance procedure of SALN should not be entitled to the FY 2024 PBB.
