MANILA, Philippines — Nanganganib pa ring ma-deactivate ang milyun-milyong unregistered SIM card users sa susunod na linggo—wala pa rin kasing inilalabas na extension ng pagpaparehistro nito na siyang magtatapos sa ika-26 ng Abril sa ilalim ng batas.

Ito'y kahit na nananawagan ngayon ang mobile networks na Smart Communications Inc. at Globe Telecom Inc. sa gobyernong palawigiin ang naturang proseso lalo na't "wala pa sa kalahati" ang nakakapagparehistro.

Ika-10 lang ng Abril nang iulat ng 39% pa lang (65.15 milyon) ang nakarehistro sa kabuuang 168.02 milyong SIM.

"The Department of Information and Communications Technology (DICT) has received and acknowledged the request of Public Telecommunication Entities (PTEs) to extend the SIM registration period pursuant to Republic Act 11934 or the SIM Registration Act. However, at this point, there is no extension of SIM registration," ayon sa DICT, Miyerkules.

"With the 26 April 2023 registration deadline drawing near, we encourage everyone to register to promote the responsible use of SIMs and provide law enforcement agencies the necessary tools to crack down on perpetrators who use SIMs for their crimes, consistent with the declared policy of the law."

Una nang sinabi ni Marcos na gagamitin nila ang batas upang matugunan ang mga krimeng ikinakasa dahil sa paggamit ng SIM cards. Sa kabila nito, ilang progresibong grupo at data privacy advocates ang kumekwestyon dito dahil sa isyu ng seguridad at posibleng paniniktik.

Marso lang nang sabihin ni Bongbong na 93.3% daw ang ibinaba ng mga nagrereklamo tungkol sa text scams simula nang maipatupad ang SIM Registration law, ngunit may mga report pa rin ng scams hanggang ngayon.

"Also, the DICT reminds the public that non-registration will result in the deactivation of their SIMs and eSIMs, barring them from receiving and sending calls and text messages and accessing mobile applications and digital wallets," patuloy ng DICT.

"The DICT reiterates that the SIM Registration Act places primacy on the fundamental rights of Filipinos and is replete with safeguards to ensure the confidentiality and security of user data."

Sa ilalim ng batas, maaaring palawigin ng 120 pang araw ang pagpaparehistro matapos ang deadline basta't maaprubahan.

'Suspindihin na kasi!'

Nananawagan naman ngayon si Digital Pinoys national campaigner Ronald Gustilo kay Marcos na tuluyan nang mamagitan sa proseso at suspindihin na mismo ang pagpapatupad ng SIM Registration law kasunod ng kawalan ng aksyon ng DICT.

Napapanahon na raw ang pagrerebyu sa implementasyon nito lalo na't 90 milyong mobile subscribers pa raw ang hindi pa nakakapagparehistro.

"Now that DICT has rejected pleas to extend the registration,  the onus is now on the President either to extend or suspend the law’s implementation," ani Gustilo sa isang pahayag.

"Instead of outrightly disenfranchising the millions of unregistered subscribers, the government should look into the reason as to why did this happen and come up with a real working solution to fix the registration woes."

Sabi pa ng Digital Pinoys, pagbubulag-bulagan ang ginagawa ng DICT sa kabiguan nitong tignan ang totoong sitwasyon.

Marami pa rin daw kasi sa ngayon ang hindi ito magawa dahil sa kawalan ng valid identification cards, connectivity issues at gadgets na maaaring magamit para sa registration process. Ikinatatakot din daw sa ngayon ng ilan ang seguridad ng kanilang personal na impormasyon.

"With the DICT trying to cover up for its inability to fix the issues surrounding the SIM registration, the suspension and review of the registration process will benefit the public more," patuloy pa niya.

"The government should listen this time and ensure that the millions of subscribers will remain connected and not disenfranchised. It should also acknowledge the real impact of disenfranchising users, not only to their day-to-day lives, but also to the general economy."

Lunes lang nang maghain ng petisyon sa Korte Suprema ang ilang grupo sa pangunguna ng National Union of Journalists of the Philippines (NUJP) upang ideklarang "unconstitutional" ang naturang batas sa dahilang kontra raw ito sa ilang batayang karapatang pantao.
