MANILA, Philippines — The National Capital Region Police Office has launched a “borderless policing” system, allowing NCRPO units in Metro Manila to coordinate operations and pursue criminals across city boundaries without delays caused by jurisdictional limits.

NCRPO officer-in-charge Brig. Gen. Christopher Abrahano launched the Borderless Policing System at the Southern Police District on Monday as authorities seek to prevent crime suspects from exploiting territorial boundaries to evade arrest.

The system aims to strengthen intelligence-sharing, synchronize police communications and speed up tactical support among Metro Manila police districts.

At the center of the initiative is the Security Containment Ring System, which uses four layers of containment to block escape routes and improve interception of suspects moving across city borders.

Abrahano said criminals do not operate within jurisdictional boundaries, requiring police units to work as a unified force.

“Criminals do not respect jurisdictional boundaries, and neither should those boundaries become obstacles to effective police action,” he said. “In the fight against crime, there is no room for working in isolation. Our goal is a faster response, stronger coordination and a safer Metro Manila.”

The NCRPO said the system forms part of its Enhanced Managing Police Operations framework, combining intelligence-led operations with coordinated police deployment to improve crime prevention.
