MANILA, Philippines— ACT Teachers' party-list Rep. Antonio Tino hit the "forced" election of former president and now Pampanga Rep. Gloria Macapagal-Arroyo as House speaker on Monday.

Lawmakers in the lower chamber voted to unseat Davao del Norte Rep. Pantaleon Alvarez and install the former president as leader of the House, a tussle which caused the delay of President Rodrigo Duterte's third State of the Nation Address for more than an hour.

Tinio slammed the Duterte administration for allowing the return of Arroyo to power and his close ties with the family of the late dictator Ferdinand Marcos.
