CEBU CITY, Philippines — Vice President Jejomar Binay, a presidential candidate, insisted that what he had during the Sunday night's debate were documents and not notes, even correcting moderator Luchi Cruz-Valdez of TV5.
Binay was earlier accused of trying to violate Commission on Election rules for the debate. Participating candidates were not allowed to use notes for their arguments.
