Unsa ba gud ning Anti-Terror Law ug NTF-ELCAC?

Una sa tanan, kining duha ka mga pangutana ug tubag gikan sa internet, aron atong masabtan unsa kini sila, kay sige nako’g kabasa niini, apan, wa gyud katugkad unsa kini sila, ug unsa ang kahulogan sa ilang mga acronym.

Ania: 1. What is the main purpose of NTF-ELCAC? 2. What is the Anti-Terrorism Act, what does it do, and what is the anti-terrorism program in the Philippines? 

“The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) is a task force organized by the government of the Philippines to respond and raise awareness to the ongoing communist rebellion in the Philippines.”

So, tuyo niini mao ang pagtubag ug pagpa-amgo o pagpahibawo sa nagpadayon nga rebellion sa mga komunista dinhi sa atong nasud.

Ikaduha: “The Anti-Terrorism Bill of 2020 was passed by the Senate to ‘prevent and stop’ terrorist attacks in the country by directly targeting individuals who are profiled to be most likely to join considered terrorist groups or perform such acts.”

Napasar kini sa Senado sa niagi pang 2020, aron kapugngan ug mahunong ang pangatake sa mga terorista dinhi sa nasud.

What does it do?  “The legal framework of the ATA (Anti-Terrorism Act) concerned: Penal Law, Listing of Terrorist Entities, Terrorism Offences, Investigative hearings, Recognizance with conditions, Surveillance and Identification, Hate Crimes, Financing of Terrorism, Security of Information and Security Intelligence.” Daghan ang gimbuhaton pagbatok ug pagsanta sa kalihokan sa mga terorista dinhi sa nasud.

Program? “NICA and the Directorate for Operations of the PNP have also conducted the Community Anti-Terrorism Awareness (CATA) program that would instill awareness and vigilance among the local community, and encourage them to provide information to the local police or other government security forces.”

So, basically, pagpakabana, pagpakisayod ug pagpabinantayon on the part sa katilingban, bahin sa kalihokan sa mga terorista.

On the face, alang sa mga yanong pangutok, simple minds, sama sa akong mind, on the whole, nindot ang maong mga lakang pagbatok sa mga terorista ug komunista dinhi sa nasud. 

Apan, aniay sinuwat sa Media Quote kono, “Anti-Terror Act remains dangerous and fundamentally flawed.” (defective, blemished, imperfect, faulty). Sa ato pa, sayop ug dili maayo, busa, gisugyot nga i-amend o i-abolish. Ngano man?

Ania: “Responding to the judgement by the Supreme Court of the Philippines declaring two portions of the Anti-Terrorism Act of 2020 as unconstitutional, Butch Olano, Amnesty International Philippines Section Director said:

“The decision by the Supreme Court highlights key dangers of the Anti-Terrorism Act of 2020 – its overbroad definition of terrorism and the overreaching powers it grants the Anti-Terrorism Council. However, only two portions of the law were declared unconstitutional, and it remains deeply flawed and open to abuse by government authorities.”

Unya, misuwat si Criselda Yabe nga “The Philippines' anti-terror law poses a direct threat to democracy.”

Sa laktud, hadlok sila nga maabusahan sa mga tinugyanan sa balaud ang pagpatuman sa balaud.  I don’t think so. Mag-amping ug magmatngon sad na sila.
