Inexperienced traffic enforcers

HESITANT. Motorists are complaining about the traffic enforcers of this component city of Cebu Province. They reportedly do not count vehicles as they pass, which is a must when you have to handle manual traffic. They were also observed to be hesitant in giving commands, said one source who was given the signal to go --then suddenly stop-- and go again, all in a few seconds as traffic raged around him.

 

LEGIT? Another Ear source said he was flagged down by a traffic enforcer who tried to give him a TOP (Temporary Operators Permit) for a simple violation. When the Ear source checked the name on the TOP form it was different from the name on the ID worn by the enforcer. They exchanged threats before the enforcer "decided" to release him.
