MMDA Chairman Bayani Fernando described the sight of half-naked men in the crowded metropolis of 12 million as a sign of decay in moral and cultural values.
"It is not good to see people roaming around topless," Fernando said.
Filipino men often doff their shirts in the streets to beat the tropical heat. The practice has been outlawed in some suburban areas but this is the first time it will be imposed Metro-wide with the help of police.
"If there are many shirtless men roaming around in a certain community, there are also many criminals such as thieves, snatchers and robbers in that area," National Capital Region Police Office chief Director Avelino Razon said, without elaborating.
Offenders will be fined P500 for each violation. — AFP
