LTFRB plans stricter rules vs renewal of dilapidated PUVs

MANILA, Philippines — Public utility vehicles or PUVs in poor condition may soon be barred from operating as the Land Transportation Franchising and Regulatory Board (LTFRB) moves to tighten rules for the renewal of franchises nationwide.

“We will adopt a new confirmation process. We will not confirm any franchise if the vehicle is in poor or dilapidated condition,” LTFRB chief Vigor Mendoza said, stressing that dilapidated vehicles will no longer be allowed on the road.

He said the planned reforms were driven by complaints from commuters and observations on the poor condition of some PUVs, including modern jeepneys. Among the complaints were damaged passenger platforms and worn-out seats.

Mendoza said the LTFRB would intensify the inspection and monitoring of PUVs, including passenger jeepneys, taxis and buses, to ensure roadworthiness, passenger safety and service quality.

“We in the LTFRB are tasked by law to regulate public transport in the country, ensure road worthiness, guarantee that only competent and well-trained drivers are behind the wheels of PUV vehicles and ensure the safety of passengers, efficiency of transport system and comfort and convenience of the riding public,” Mendoza said.

He added that the LTFRB would issue clear guidelines to help improve the country’s public transport system.
