MANILA, Philippines — A Metropolitan Manila Development Authority (MMDA) traffic enforcer is under investigation for allegedly extorting P15,000 from a motorist along Luzon Avenue in Quezon City on March 15.

The motorist, identified only as Cesar, said he was on his way to East Avenue to process his late father’s death benefits when he was pulled over for allegedly violating the anti-distracted driving law.

Cesar said when he insisted that his cell phone was turned off, the enforcer accused him of not wearing a seatbelt and demanded his vehicle’s registration papers, claiming it was unregistered.

The enforcer demanded P15,000 ostensibly as fine but settled for P2,400 sent to his e-wallet, according to the motorist.

Cesar said that a few days after he posted his experience on social media, the person who received the money contacted him and promised to return the money if he removed the post.

The motorist said he refused to take down the post and instead reported the incident to the MMDA.

The enforcer told reporters that he was not on duty at the time of the incident and was with his wife.

He also denied the motorist’s claim that his cell phone number was used to receive the money via e-wallet.

MMDA assistant general manager Angelo Vargas suspended the enforcer pending an investigation.

Vargas said they would review surveillance footage and deployment documents of their personnel along Commonwealth Avenue.

“If proven guilty, the traffic enforcer will be immediately dismissed from service and may face criminal charges,” Vargas said.
