MANILA, Philippines — The Land Transportation Office (LTO) will again extend the validity of driver’s licenses that will expire in November onwards to April 2024 amid a legal hurdle involving its plastic card contract.

In an advisory, the LTO said that holders of driver’s licenses issued between April and June should have these renewed before the end of the year.

“Failure of the driver to renew his or her driver’s license beyond the prescribed schedule shall render the license expired and incur a corresponding penalty,” it said in a memorandum.

The LTO said that motorists whose licenses expired in April should have their licenses renewed no later than Nov. 6; for those that expired in May, Nov. 30; and those that expired in June, Dec. 31.

The LTO said that all on-hand license card supplies will be used to exclusively cater to transactions of overseas Filipino workers or foreign driver’s license conversions and diplomats, as well as backlogs for 2023.

This comes after the Quezon City Regional Trial Court Branch 215 issued a preliminary injunction stopping the delivery of plastic cards for driver’s licenses following a complaint by losing bidder AllCard Inc.

LTO chief Vigor Mendoza said that the delivery of plastic cards will be stopped until the case is resolved with finality or the court issues another ruling withdrawing the injunction.

AllCard questioned the P240.1-million contract with Banner Plasticard Inc. The court said that AllCard was originally declared as the winning bidder for the LTO’s pre-printed driver’s license cards procurement project.
