Suspect in kagawad’s slay charged

MANILA, Philippines — The Manila Police District (MPD) filed charges yesterday against a man who shot dead a barangay councilor outside a bar in Malate on Thursday.

Rolly Ibañez Algarme was charged with murder, attempted murder and malicious mischief before the city prosecutor’s office, according to MPD spokesman Maj. Philipp Ines.

Algarme is accused of shooting Barangay 698 kagawad Jesus Carmona after his vehicle was clamped by the Manila Traffic and Parking Bureau for illegal parking.

The councilor was reportedly the one who indicated where Algarme should park, police said. Algarme shot Carmona when the councilor told him he could not have the clamp removed.

Waitress Donna Sabenacio was wounded by a stray bullet during the incident.

Algarme damaged the clamp attached to his car when he tried to speed away after the shooting.

In an interview aired over radio dzBB, Ines said Algarme has expressed remorse for the shooting.

Algarme worked as a driver for a businessman in the area, contrary to earlier reports that he was a former Army reservist who had gone AWOL or absent without official leave, according to Ines.
