PNP to hold dialogue with Bulacan fireworks stakeholders

MALOLOS, Philippines — Police officials will meet with fireworks stakeholders in this province today to discuss laws regulating the industry.

Bulacan police chief Col. Manuel Lukban Jr. said Central Luzon police director Brig. Gen Matthew Baccay would lead the dialogue.

Lea Alapide, president of the Philippine Pyrotechnics Manufacturers and Dealers Association Inc., said the meeting is in relation to the implementation of Republic Act 7183, Executive Order 28 and Memorandum Order 31, which regulate the sale, manufacture, distribution and use of firecrackers and other pyrotechnic devices.

The meeting will also address security awareness and proper handling of fireworks products, Alapide said, citing the invitation she received.

Bulacan, particularly Bocaue town, is known as the fireworks capital of the country.

Several fireworks stakeholders lamented the delay in the release of their permit, which they blame for misunderstanding with law enforcers and the confiscation of their products.

They cited the firecracker ban in some areas even though the devices being sold are considered legal under RA 7183.

The Philippine National Police (PNP) has identified the firecrackers regulated for sale and use.

These are baby rocket, bawang, El Diablo, Judas belt, paper caps, pulling of strings, sky rocket, small rocket and those which are not oversized, overweight and imported.

Butterfly, fountain, jumbo regular and special, luces, mabuhay, Roman candle, sparklers, trompillo and whistle device are the legal pyrotechnics.

The PNP vowed to strictly implement the firecracker ban during the Yuletide season.

The Department of Health had earlier said local government units should organize community fireworks displays to discourage household use of firecrackers.
