Ex-US Navy official arrested in Pampanga

PAMPANGA, Philippines — A former US Navy official wanted for various crimes was arrested in Angeles City, Pampanga on Tuesday.

Xavier Fernando Monroy was apprehended by personnel of the US Diplomatic Security Service, Presidential Anti-Corruption Commission and local police in Barangay Cacutud.

Monroy, former director for operation of the US Navy’s Sealift Command based in Busan, South Korea, was arrested based on warrants issued by a US district court for bribery, conspiracy to commit bribery, making false statements and obstruction of justice.

The US Department of Justice said Monroy accepted bribes, including cash and personal travel expenses, in exchange for circumventing Navy procedures. – Ed Amoroso
