Ex-Isabela governor charged with graft

MANILA, Philippines — Former Isabela governor Faustino Dy Jr. is facing graft charges for his alleged involvement in the anomalous purchase of heavy equipment in 2004. 

Former provincial officials – agriculturist Danilo Tumamao, accountant Pete Gerald Javier,  treasurer William Nicolas Sr., administrator and bids and awards committee head Dionisio Bala Jr., BAC members Afredo Mendoza and Medardo Aggari, budget officer Leticia Mabbayad and legal officer Don Antonio Marie Abogado – and Olivia Rosales of Equity Machineries Inc. were named respondents in the case filed by the Office of the Ombudsman last April 20.

The ombudsman said the provincial government bought eight heavy equipment without public bidding. 

Equity Machineries Inc. was given ”unwarranted benefits” in supplying the province with four Massey Ferguson Model 445 and four ACT Trailing Harrow vehicles worth P8 million, the ombudsman said.

Graft investigation and prosecution officer Rachel Cariaga-Favila recommended bail of P30,000 each.
