MANILA, Philippines — An inmate was found dead at the Cebu Provincial Rehabilitation and Detention Center on Friday.

Ronel Birao, 31, was reportedly beaten up and strangled by another inmate identified as Joebert Talabroso, 31, Senior Police Officer Winston Ybañez, homicide investigator of the Cebu City police, said yesterday.

Talabroso was placed in an isolation cell following the incident.

Ybañez said they would file murder charges against the suspect tomorrow. – Lorraine Mitzi Ambrad
